The Government of Ukraine has unified the NMV of land plots

The Government of Ukraine has adopted a historic resolution "On approval of the methodology of normative monetary valuation of land plots" for land reform, which the head of the Ministry of Agrarian Policy Roman Leshchenko called "historic". This was announced on November 4 by the press service of the ministry.

According to the Minister, previously in Ukraine there were three different assessment methods at the same time. As a result, the assessment indicators of neighboring plots could differ significantly.

"Territorial communities needed to develop and approve three different types of technical documentation. Agrarians, entrepreneurs, and local governments know how many economic issues are tied to the normative monetary valuation of land plots, because without it it is impossible to pay for land, sell property, or rent it out," Leshchenko said.

Adoption of the above-mentioned resolution, according to him, unifies such an assessment, reducing everything to one method. Now the council of the respective territorial community will be able to approve the normative monetary assessment at once for all land plots of all categories and forms of ownership in the whole territory of the community according to clear and transparent procedures.

The Minister also explained that now the normative-monetary assessment will be determined by the following formula - "the area of land to be assessed is multiplied by a clearly defined standard of capitalized rental income and five coefficients that depend on the location, purpose and quality of land assets."

"In other words: how close the land is to large cities or resort and recreational facilities; whether there is an impact of radiation pollution; what is its purpose; what regional and zonal factors of its location - all this will affect the final size of the regulatory monetary valuation. The results of the assessment will be immediately included in the State Land Cadastre throughout the community and everyone will be able to get an extract on the assessment of their land quickly and without unnecessary bureaucratic procedures, "R.
